Love it or loathe it, Jumbo has a story to tell.
Discover how Colchester’s iconic water tower became the centre of a Victorian debate about public health, taxation and the role of local government with historian and researcher David Grocott.

Today, Colchester’s Jumbo Water Tower is a much-loved local landmark. But when it was completed in 1883, not everyone was impressed. Some saw it as an extravagant waste of public money, and its famous nickname is widely believed to have originated from a local clergyman who compared it to a “white elephant”.

So why was Jumbo built, who opposed it, and what does its story reveal about Victorian society?

This talk explores the controversy surrounding Jumbo against the backdrop of nineteenth-century public health reform. As towns grew rapidly, inadequate sanitation and unsafe water supplies left communities vulnerable to devastating diseases, including cholera. New legislation, including the Public Health Acts of 1848 and 1875, increasingly placed responsibility for clean water, drainage and sewerage in the hands of local authorities.

Colchester’s modern waterworks, culminating in the construction of Jumbo, reflected this changing approach. While supporters argued that a reliable water supply was essential to public health and the town’s prosperity, critics questioned whether ratepayers should be forced to fund such an ambitious project through local taxation.

At the heart of the debate was a bigger question: how far should public authorities go in providing for the common good?

Discover how Jumbo became a symbol of changing attitudes towards government, public spending and civic responsibility, and why this Victorian engineering landmark represents much more than a tower. Its story offers a fascinating insight into the tensions between private interests and public welfare that continue to shape society today.

This event is for ages 16+.
